My problem was indeed the VATS.   
Comp Cams either forgot or did not take it out of my VCM.    All is well now.  Cranks and runs beautifully.

Have you cleaned out your fuel injectors? If your engine has been sitting for awhile (6+ months) this may be your problem. I had the exact same issue with my vortec and when I had the injectors professionaly cleaned it fired right up. I have heard you can clean them also with some quality carb cleaner and some compressed air. Give it a try, pull them out, it's not that hard and should only take you about an hours work, this way you can scratch it off your list. These engines are made to be driven every day and when they sit for awhile the injectors can clog.

Is your MAF sensor hooked up?  Is the duct work hooked up?  There needs to be air flow over the MAF sensor or it will act as you describe...  If not that, check your fuel pressure.
