the parking brake is a set of drum brake shoes inside the rear rotor
"hat"....maybe whoever did the brake job left something disconnected?

the "whistle" has been discussed before,on the S.O.R. forum,no real
conclusion as to its cause(my 96 does it)some say cats,other exhaust pipe
phenomenom(sp) not really sure.
